China's Shandong and Sichuan Provinces to Add Two Major Lithium Battery Anode Projects Exceeding RMB 9.3 Billion

July 29, 2026

Two Major Anode Material Projects Announced in Shandong and Sichuan

Two significant lithium battery anode material projects, with a combined total investment exceeding 9.3 billion yuan, have been announced in China's Shandong and Sichuan provinces, signaling continued expansion in the battery supply chain.

In Shandong Province, the 2026 provincial key project by Haiyun Energy Technology Development Co., Ltd. involves a 900,000-ton high-end carbon material facility. With an investment of 2.34 billion yuan, the project is scheduled to begin construction in December 2026 and commence production by December 2028. The facility will produce prebaked anodes for aluminum and carbon materials for lithium battery anodes, serving strategic sectors like new energy vehicles and advanced materials.

In Sichuan Province, a 300,000-ton integrated anode material project by Sichuan Zhongke Xingcheng Graphite Co., Ltd., a subsidiary of Zhongke Electric (stock code: 300035), has received environmental impact approval from the Luzhou Ecological Environment Bureau. This project represents a total planned investment of approximately 7 billion yuan, executed in two phases with capacities of 200,000 and 100,000 tons per year, respectively.

Strategic Expansion to Secure Growing Battery Supply Chain

These domestic expansions are part of a broader strategy to secure the supply chain for the rapidly growing battery market. Zhongke Electric, the parent company of the Sichuan project's primary developer, is simultaneously advancing its overseas presence. In June 2025, the company announced an investment of up to 8 billion yuan to build a 200,000-ton anode material base in Oman's Sohar Free Trade Zone, with the first phase targeted for completion in 2027.

As of the end of 2025, Zhongke Electric had already achieved an annual graphitization capacity of 280,000 tons and a total monthly effective capacity of 349,000 tons for anode materials. The new projects in Sichuan and Oman are pivotal to increasing self-sufficiency and global competitiveness.

This means B2B buyers and procurement professionals should anticipate a more robust but potentially tight supply landscape. The simultaneous scaling in China and the Middle East underscores the critical need for reliable anode material sourcing to meet the demands of the electric vehicle and energy storage sectors.
